    Foreign Direct Investment and Enterprise Performance in Transition Countries: Evidence from Russia and Ukraine

    This study compares the performance of foreign firms with domestic ones in Russia and Ukraine, using recent survey data of 450 enterprises. We find that foreign owned firms are less prone to inter-enterprise arrears and wage arrears, have a better export performance, and use more sophisticated competition strategies. Foreign investment appears to enhance entrepreneurial know-how. In case of de novo firms foreign investment often led to a 'jump start' of the enterprise, rather than a gradual adjustment over time. Foreign firms have a positive spill-over effect. They introduce healthy financial management methods, and proliferate badly needed market oriented entrepreneurial know-how through the managerial market.foreign direct investment, transition economies, entrepreneurship, growth.

    The Astro-WISE approach to quality control for astronomical data

    We present a novel approach to quality control during the processing of astronomical data. Quality control in the Astro-WISE Information System is integral to all aspects of data handing and provides transparent access to quality estimators for all stages of data reduction from the raw image to the final catalog. The implementation of quality control mechanisms relies on the core features in this Astro-WISE Environment (AWE): an object-oriented framework, full data lineage, and both forward and backward chaining. Quality control information can be accessed via the command-line awe-prompt and the web-based Quality-WISE service. The quality control system is described and qualified using archive data from the 8-CCD Wide Field Imager (WFI) instrument (http://www.eso.org/lasilla/instruments/wfi/) on the 2.2-m MPG/ESO telescope at La Silla and (pre-)survey data from the 32-CCD OmegaCAM instrument (http://www.astro-wise.org/~omegacam/) on the VST telescope at Paranal.Comment: Accepted for publication in topical issue of Experimental Astronomy on Astro-WISE information syste

    Consistency between hydrological model, large aperture scintillometer and remote sensing based evapotranspiration estimates for a heterogeneous catchment

    The catchment averaged actual evapotranspiration rate is a hydrologic model variable that is difficult to quantify. Evapotranspiration rates - up till present - cannot be continuously observed at the catchment scale. The objective of this paper is to estimate the evapotranspiration rates (or its energy equivalent, the latent heat fluxes LE) for a heterogeneous catchment of 102.3 km(2) in Belgium using three fundamentally different algorithms. One possible manner to observe this variable could be the continuous measurement of sensible heat fluxes (H) across large distances (in the order of kilometers) using a large aperture scintillometer (LAS), and converting these observations into evapotranspiration rates. Latent heat fluxes are obtained through the energy balance equation using a series of sensible heat fluxes measured with a LAS over a distance of 9.5 km in the catchment, and point measurements of net radiation (R-n) and ground heat flux (G) upscaled to catchment average through the use of TOPLATS, a physically based land surface model. The resulting LE-values are then compared to results from the remote sensing based surface energy balance algorithm ETLook and the land surface model. Firstly, the performance of ETLook for the energy balance terms has been assessed at the point scale and at the catchment scale.     Euclid:Forecasts from redshift-space distortions and the Alcock-Paczynski test with cosmic voids

    Euclid is poised to survey galaxies across a cosmological volume of unprecedented size, providing observations of more than a billion objects distributed over a third of the full sky. Approximately 20 million of these galaxies will have their spectroscopy available, allowing us to map the three-dimensional large-scale structure of the Universe in great detail. This paper investigates prospects for the detection of cosmic voids therein and the unique benefit they provide for cosmological studies. In particular, we study the imprints of dynamic (redshift-space) and geometric (Alcock-Paczynski) distortions of average void shapes and their constraining power on the growth of structure and cosmological distance ratios. To this end, we made use of the Flagship mock catalog, a state-of-the-art simulation of the data expected to be observed with Euclid. We arranged the data into four adjacent redshift bins, each of which contains about 11 000 voids and we estimated the stacked void-galaxy cross-correlation function in every bin. Fitting a linear-theory model to the data, we obtained constraints on f/b and DMH, where f is the linear growth rate of density fluctuations, b the galaxy bias, DM the comoving angular diameter distance, and H the Hubble rate. In addition, we marginalized over two nuisance parameters included in our model to account for unknown systematic effects in the analysis. With this approach, Euclid will be able to reach a relative precision of about 4% on measurements of f/b and 0.5% on DMH in each redshift bin. Better modeling or calibration of the nuisance parameters may further increase this precision to 1% and 0.4%, respectively. Our results show that the exploitation of cosmic voids in Euclid will provide competitive constraints on cosmology even as a stand-alone probe. For example, the equation-of-state parameter, w, for dark energy will be measured with a precision of about 10%, consistent with previous more approximate forecasts.</p

    Elements of integrated care approaches for older people: a review of reviews

    Objective: The World Health Organization (WHO) recently proposed an Integrated Care for Older People approach to guide health systems and services in better supporting functional ability of older people. A knowledge gap remains in the key elements of integrated care approaches used in health and social care delivery systems for older populations. The objective of this review was to identify and describe the key elements of integrated care models for elderly people reported in the literature. Design: Review of reviews using a systematic search method. Methods: A systematic search was performed in MEDLINE and the Cochrane database in June 2017. Reviews of interventions aimed at care integration at the clinical (micro), organisational/service (meso) or health system (macro) levels for people aged =60 years were included. Non-Cochrane reviews published before 2015 were excluded. Reviews were assessed for quality using the Assessment of Multiple Systematic Reviews (AMSTAR) 1 tool. Results: Fifteen reviews (11 systematic reviews, of which six were Cochrane reviews) were included, representing 219 primary studies. Three reviews (20%) included only randomised controlled trials (RCT), while 10 reviews (65%) included both RCTs and non-RCTs. The region where the largest number of primary studies originated was North America (n=89, 47.6%), followed by Europe (n=60, 32.1%) and Oceania (n=31, 16.6%). Eleven (73%) reviews focused on clinical 'micro' and organisational 'meso' care integration strategies. The most commonly reported elements of integrated care models were multidisciplinary teams, comprehensive assessment and case management. Nurses, physiotherapists, general practitioners and social workers were the most commonly reported service providers. Methodological quality was variable (AMSTAR scores: 1-11). Seven (47%) reviews were scored as high quality (AMSTAR score =8). Conclusion: Evidence of elements of integrated care for older people focuses particularly on micro clinical care integration processes, while there is a relative lack of information regarding the meso organisational and macro system-level care integration strategies

    Introduction: Primary care has a central role in integrating care within a health system. However, conceptual ambiguity regarding integrated care hampers a systematic understanding. This paper proposes a conceptual framework that combines the concepts of primary care and integrated care, in order to understand the complexity of integrated care.Methods:  The search method involved a combination of electronic database searches, hand searches of reference lists (snowball method) and contacting researchers in the field. The process of synthesizing the literature was iterative, to relate the concepts of primary care and integrated care. First, we identified the general principles of primary care and integrated care. Second, we connected the dimensions of integrated care and the principles of primary care. Finally, to improve content validity we held several meetings with researchers in the field to develop and refine our conceptual framework.Results: The conceptual framework combines the functions of primary care with the dimensions of integrated care. Person-focused and population-based care serve as guiding principles for achieving integration across the care continuum. Integration plays complementary roles on the micro (clinical integration), meso (professional and organisational integration) and macro (system integration) level. Functional and normative integration ensure connectivity between the levels.Discussion:  The presented conceptual framework is a first step to achieve a better understanding of the inter-relationships among the dimensions of integrated care from a primary care perspective.</span

    The Opacity of Spiral Galaxy Disks VI: Extinction, stellar light and color

    In this paper we explore the relation between dust extinction and stellar light distribution in disks of spiral galaxies. Extinction influences our dynamical and photometric perception of disks, since it can distort our measurement of the contribution of the stellar component. To characterize the total extinction by a foreground disk, Gonzalez et al. (1998) proposed the ``Synthetic Field Method'' (SFM), which uses the calibrated number of distant galaxies seen through the foreground disk as a direct indication of extinction. The method is described in Gonzalez et al. (1998) and Holwerda et al. (2005a). To obtain good statistics, the method was applied to a set of HST/WFPC2 fields Holwerda et al. (2005b) and radial extinction profiles were derived, based on these counts. In the present paper, we explore the relation of opacity with surface brightness or color from 2MASS images, as well as the relation between the scalelengths for extinction and light in the I band. We find that there is indeed a relation between the opacity (A_I) and the surface brightness, particularly at the higher surface brightnesses. No strong relation between near infrared (H-J, H-K) color and opacity is found. The scalelengths of the extinction are uncertain for individual galaxies but seem to indicate that the dust distribution is much more extended than the stellar light. The results from the distant galaxy counts are also compared to the reddening derived from the Cepheids light-curves Freedman et al. (2001). The extinction values are consistent, provided the selection effect against Cepheids with higher values of A_I is taken into account.
